The  Blue Community Consortium seeks to protect, enhance and restore coastal habitat, and marine environments in Florida through implementing Blue Community and other sustainable tourism strategies.

The Blue Consortium is administered by the WHALE Center, a not-for-profit 501 (c) 3 organization.  It is an Organization in Special Consultative status with the U.N. Economic and Social Council since 2019, Member of UNEP Major Stakeholders group, and a UNWTO Affiliate.   It also administered the UNWTO Blue Community Sustainble Tourism Observatory.

The Blue Community Sustainable Tourism Observatory where most Consortium members reside include 12 communities in Florida.   Additional communities in Florida are welcome to join.
